judge also conveys the state’s
position. The conferences
have become more common
in recent years and are less
expensive than trials.
They also are less formal
than other court proceedings
and are not open to the public.

Craigen found guilty of
having shiv in county jail
HERMISTON — Convicted
murderer George West Craigen of
Milton-Freewater lost another trial in
Umatilla County.
Craigen waived his right to a jury
trial, according to Umatilla County
Circuit Court records, and Judge
Russell West of Union County heard
the case Tuesday in Hermiston.
The state accused Craigen, 53, of
having a shiv in 2013 in the Umatilla
County Jail, Pendleton, while his
murder trial was pending. West found
Craigen guilty of supplying contraband
and sentenced him to two-and-half
years. That will be on top of the
27-years-to-life he is serving for murder
and possessing explosives.
Craigen last week tried to kick West
off the case. West resided over Crai-
gen’s murder and explosives trials in
2014. And Craigen sought to represent
himself in the contraband trial. Circuit
Judge Dan Hill denied both motions.
Craigen for now remains at Snake
River Correctional Institution, Ontario.

John Adam Phillips, 33, of Walla
Walla, pleaded no contest last week in
Umatilla County Circuit Court, Pend-
leton, to second-degree kidnapping and
second-degree robbery. The court set
the sentencing for Friday, Feb. 5.
Co-defendant Skyler Ian Glasby, 27,
of Dayton, Washington, lost at trial in
mid-January. A jury convicted him of
¿UVWGHJUHHNLGQDSSLQJVHFRQGGHJUHH
kidnapping, second-degree robbery,
second-degree assault, second-degree
theft, third-degree escape and posses-
sion of the drug Hydrocodone. The
jury also determined Glasby was the
primary actor in the assault and a helper
in the kidnapping.
Circuit Judge Lynn Hampton
sentenced him on Monday to 15 years
in prison.
The third defendant, Samantha
Noethe, 23, of Kennewick, pleaded
guilty in October to one count each of
second-degree robbery and kidnapping.
Hampton sentenced her on Thursday to

Weston company pays for
environmental failure
WESTON — A Weston company
paid a $7,341 penalty for not moni-
toring storm water discharge for two
years.
The Oregon Department of Envi-
ronmental Quality issued the penalty
to J & J Snack Foods Handhelds Corp.
for violations at its facility at 103
Depot St., Weston. The state regulators
reported J & J failed to monitor storm
water discharge for iron and chromium
during monitoring periods 2013-2014
and 2014-2015. DEQ also cited the
company without penalty for failing to
submit a timely monitoring report in
2015.
The company operates under a
National Pollutant Discharge Elimi-
nation System permit, which requires
monitoring of storm water discharge.
The state environmental department
relies on the monitoring to evaluate the
effectiveness of storm water controls
and to protect water quality and public
health.
