Jury sides with
motorcyclist who was
kicked by state trooper
Women hosed down due
to chemical exposure
settle lawsuit
EUGENE (AP) — A federal jury has
ruled in favor of a Eugene motorcyclist
who was kicked in the chest by an
Oregon State Police captain after a
chase.
The jury awarded Justin Wilkens
$180,000 on Thursday to settle his
excessive force claim in the August
2012 incident, the Register-Guard
reports.
“I’m just happy as heck,” Wilkens,
41, said as he left the courthouse.
Video of the incident shows Wilkens
speeding past Capt. Rob Edwards, who
was in an unmarked police car. Edwards
began to pursue Wilkens and then
rear-ended his motorcycle. The police
captain can then be seen pointing a gun
at Wilkens and kicking him in the chest.
Wilkens suffered a broken clavicle,
a fractured rib and other injures in the
incident.
In addition to the excessive force
claim, the jury found Edwards acted
with negligence when he rear-ended
Wilkens’ motorcycle, but ruled the state
trooper did not violate Wilkens’ rights.
Edwards testi¿ed at trial his actions
were in line with police policy and
training.
The captain declined to comment
on the case after the verdict and state
Assistant Attorney General Dirk Pierson,
who represented Edwards, said he was
not authorized to speak about the case.
Jurors determined that Edwards
violated Wilkens’ rights by kicking him
and was negligent in rear-ending the
motorcycle.
PORTLAND (AP) — Two women
who stopped to help a crashed semi-
truck driver and ended up wading
through a neurotoxin have settled their
lawsuit.
The Oregonian reports that Kortney
Broecker and Shantelle Nay have
secured a nearly $100,000 settlement
from LeSaint Chemical Logistics.
According to their lawsuit ¿led in
December, Broecker and Nay were
traveling on Interstate 84 in Eastern
Oregon when they found pieces of
metal in the road. The women got out
of the car to move the debris and found
the overturned truck and trailer, with
the driver bleeding.
The women found out later they
were wading through 4,000 gallons of a
neurotoxin that can be fatal to humans.
When they arrived at the next freeway
exit, they were ordered to strip down
to be hosed off, which they called
“traumatizing.”
Both women suffered serious health
complications because of the chemical.
Kennewick teen charged
with sending teacher
explicit photos
KENNEWICK, Wash. (AP) — A
Kennewick teenager has been accused
of soliciting his former teacher for
sex by sending her explicit Facebook
messages.
The Tri-City Herald reports that
the now-14-year-old boy is accused
of sending naked pictures and videos
of himself to the Kennewick middle
school teacher through Facebook.
Prosecutors say he sent 15 graphic
messages over several months.
The boy was 13 at the time. Court
documents say he used his ¿rst name
and sent a picture showing his face in
some of the messages.
The teen has pleaded not guilty in
juvenile court to cyberstalking and
child pornography charges.
The teacher says she rarely checks
Facebook and was shocked to discover
the messages in late 2015. She
contacted police and said she hadn’t
watched the videos.
Wrongfully imprisoned
Seattle man accused of
selling meth
SEATTLE (AP) — A Seattle man
who was wrongfully imprisoned for
decades and awarded nearly $500,000
from the state is now back in custody.
The Seattle Times reports that
32-year-old Brandon Olebar has been
accused of selling methamphetamine,
driving a getaway car during a burglary
and selling stolen guns.
Olebar was released in 2013 after
spending 10 years in prison for a 2003
burglary and robbery that left a man
beaten. His conviction was based solely
on witness testimony. He was the ¿rst
person to receive wrongful-conviction
compensation from the state.
Now he has three ongoing criminal
complaints, two in King County
Superior Court and another in U.S.
District Court, accusing him of new
crimes.

she had information on the location of two
theft suspects living in town.
6:38 a.m. - A woman on Winesap Road,
Milton-Freewater, reported she has a
restraining order against a male, who was
just at her home, sleeping in her daughter’s
room. He left on foot wearing a black jacket,
jeans and boots.
8:22 a.m. - A mother told Pendleton
police a boy assaulted her son at the bus
stop at Southwest Perkins Avenue and 23rd
Street.
9:47 - A Meacham resident reported she
thinks a housekeeper stole her diamond ring
back in September.
10:13 a.m. - An Athena caller reported
the theft of a Kahr Arms CW45 pistol from
his Toyota Highlander.
10:25 a.m. - Pendleton police received
a call about three dogs tied to a car on an
easement between South Main Street and
Southwest First Street. They caller also said
the dogs did not appear to have food or
water and no one seems to check on them.
10:43 a.m. - A woman told Pendleton
police her roommate’s brother stayed
with them during Christmas and stole her
checkbook. The thief used her banking
information to steal almost $100 so far.

break-ins of three vehicles on North Third
Street and thefts from each.
4:20 p.m. - Pendleton police received a
request to check on a 90-year-old woman
who may not have water to her home or
food.
6:30 p.m. - A caller told Umatilla police a

screams and a loud “thump” against the wall.
11 p.m. - A Milton-Freewater caller
reported the theft of a gun case from the 100
block of Southeast Eighth Avenue.
ARRESTS, CITATIONS
Pendleton police arrested Casey
Lee Miller, 37, of 217 S.W. Seventh St.,
Pendleton, for failure to report as a sex
offender, possession of methamphetamine
and delivery of methamphetamine. He
remains in the Umatilla County Jail,
Pendleton, in lieu of a $7,500 bond. A
prosecutor at his arraignment Friday said
this was Miller’s 63rd arrests, and 24 of
those were for failure to report as a sex
offender, and he has multiple convictions for
meth possession.
Umatilla police arrested a man after a tip
from another police department.

Recycling, Kennewick, and was heading

booked him into the Umatilla County Jail,
Pendleton.
