ARRESTS, CITATIONS
•Umatilla police arrested Roger William Shipley, 48, of
Umatilla, on a parole violation warrant and for possession of
methamphetamine.
•A nervous Milton-Freewater man is behind bars in
Pendleton on felony drug charges.
Oregon State Police reported one of its troopers stopped
a southbound Dodge Stealth at 7:24 p.m. on Highway 37 at
Northwest Furnish Avenue, Pendleton. The driver, Marcial
Corrales Jr., 30, of Milton-Freewater, “was extremely nervous,”
according to report from state police, and tried to show an
expired Mexican driver’s license before admitting he had an

was “inconsistent with his reason for driving and exhibited
other indicators of deceitfulness.”
Correles gave the trooper permission to search the car,
according to state police, and during the search he dropped a
small plastic bag containing a crystal substance that a test later
showed to be methamphetamine.
The trooper found more baggies of meth in the car, along
with a pipe and scale. In all, according to state police, Corrales
had half an ounce of the drug. The trooper booked Corrales
into the Umatilla County Jail on charges of possession and
delivery of meth.

•An anonymous caller at 10:13 a.m. reported an employee
of Milton-Freewater drives intoxicated on a daily basis in a
company pickup.
•A caller at 11:07 a.m. reported an explosion on Northwest
11th Street, Pendleton, that knocked out power. The caller said

•A Pendleton resident at 12:59 p.m. reported a neighbor in
an apartment on Southwest Emigrant Avenue does not clean

•A father at 6:26 p.m. reported someone burglarized his
son’s house on Tum A Lum Road, Milton-Freewater, and stole
a couple of TVs while the son was in jail.
•A Umatilla woman at 7:41 p.m. reported it looked like
someone tried to break into the neighbor’s vans on Highway
730, but the suspect got into a pickup and headed toward
McNary Dam.
•A Pendleton man at 10:57 p.m. reported he just got to his
home on Northeast Anvidon Street and found someone had
been inside and moved and knocked over items.
•An employee of the Red Lion Hotel, 304 S.E. Nye Ave.,
Pendleton, reported guests ordered room service and were not
able to pay for the meal.

William Vernon Wise, 93,
was born February 3, 1922, in
Wyndham, Montana. He was
born to Vernon and Lela at
the home of his grandparents,
Silas and Addie Salter. He
died on October 17, 2015, at
his home in Madras, Oregon.
“Bill” stated school in
Mikkalo, Oregon at age 4 as
William Vernon Biddle and
later moved with his family
to Ione, Oregon. He graduated
from Ione High School in
1939.
He went to vocational
school in Pendleton, Oregon
where he also took personal
À\LQJ OHVVRQV +H VDLG KH
washed dishes after school
for $6 a week and paid $6 per
À\LQJOHVVRQ+HWKHQZRUNHG
in the shipyards in Bremerton,
Washington before enlisting.
Bill enlisted in the Army
Air Corps in 1942. He earned
the ranks of 1st Lieutenant, as
well as the rank of Captain by
WKH HQG RI WKH ZDU +H ÀHZ
B-24 Bombers in the 13th
Air Force, Long Rangers
over Borneo in the Philippine
Islands.
In 1994, Bill and his crew
ÀHZWKHORQJHVWÀLJKWDWWKDW

crippled B-24 with only 2 of
4 working engines. For this
ÀLJKW %LOO DQG DOO KLV FUHZ
each earned a Bronze star.
Before he was discharged
he was married to Fredamae
Schaefer. They lived in
Pampa, Texas while Bill

After Bill’s discharge from
the service, they moved to
Mikkalo, Oregon, where
they became wheat and cattle
ranchers. Over the years Bill
and Fredamae had seven
children: Sharla Louise,
William Wayne, Wesley
Vernon, Robert Charles, Kelly
Mae, David Lee and Pamela
Delight.
While ranching and raiding
a family in Mikkalo, Bill
developed various interests,
such a boating and water
skiing, fossil hunting, learning
French, as well as Spanish,

studied wildlife in the area
and practiced photography.

as well a playing his guitar.
Family was important to him
and every two years he and
his family would attend a
family reunion at Diamond
Lake, Oregon.
Bill was a solid member of
the community of Mikkalo.
He took part in group projects,
helped his neighbors and took
his turns on the local school
board. He was someone on
whom the neighbors could
depend.
Bill’s wife Fredamae
passed away on December
24, 1981. Later Bill married
Margaret Christian on June
16, 1985. He retired from
ranching in 1988. They
moved to Madras, Oregon.
Bill, as well as Margaret,
liked speaking Spanish. They
traveled to Mexico a couple
of times during their marriage.
They enjoyed playing guitar
and piano and singing songs.
Both
enjoyed
studying
geology and collecting rocks.
Bill is predeceased by his
sister, Georgia (Joy) Parker,
Ridgecrest, California; his
half-sister, Dean Weaved,
Florence, Oregon; and his
step-daughter Susan Eichler,
Gresham, Oregon.
He is survived by his wife,
Margaret Wise, Madras,
Oregon; his two remaining
sisters, Darlene Hoskins,
Heppner, Oregon, and Delight
Adams, Oregon City, Oregon;
and his children, Sharla
Fischer, Portland, Oregon;
Wayne Wise, Weston, Oregon;
Wesley Wise, Irrigon, Oregon;
Chuck
Wise,
Condon,
Oregon; Kelly Lemay, Grants
Pass, Oregon; David Wise,
Mikkalo, Oregon; and Pamela

Bill is also survived by
his step-children, Mary

Madras, Oregon, to honor Bill,

Jace was born
Nov. 24, 1978, in
John Day, Oregon, to Mary
Lou (Phillips) Campbell and
Jimmy R. Black. Although
Jacelyn was diagnosed
with Down Syndrome,
she quickly became the
ray of sunshine for her
parents, brother, sister and
loving extended family
and friends.
Jace began some early
intervention programs as
an infant and continued
her education in the Grant
Union School District until
she graduated from high
school in 1997. During her
years in school she was both
a student and a teacher in
that she helped lead the way
for new ideas and programs
to enrich the lives of herself
and her peers.
She
learned
sign
language, although her
speech was very audible
so she could communicate
with those not so fortunate.
Her childhood was full
of engaging indoor and
outdoor activities, in which
she fully participated and
was often the leader. Jace
moved with her family
to Hermiston, Oregon, in
1998 where she became
involved with The Arc
Umatilla County, People
First, a job at McDonald’s
and continued participation
in Special Olympics. Later
she volunteered to read
books to the children at the
Hermiston Library.
She took great pride in
having her own apartment
that she shared with her
cat, Patsy. Here she created
amazing baked goods,
crocheted
hats,
scarves and her
hot pads to share
with friends and
family. Jace spent
months preparing
for holidays and
never forgot a
birthday (including
her own). The
children in her
apartment complex
gathered at her
home to partake in
her freshly baked
food, games and crafts.
She watched over, fed and
brought these children in
from the cold while they
waited for their parents to
return to their homes.
She is survived by
parents, Mary Lou and
Gordon Campbell of Pasco,
Washington; father, Jim
Black of Boise, Idaho;
brothers, Aaron (Kirsten)
Black, Zoey and Addison
of Bend, Oregon; Ryan
