Man gets 10 years for
great-grandmother’s
sledgehammer death
HILLSBORO (AP) — A 19-year-old
Oregon man convicted of manslaughter for
helping kill his great-grandmother with a
sledgehammer was sentenced Tuesday to a
decade in prison.
Washington County Judge Rick Knapp
said he would have sentenced Joda Cain to
more than 10 years if he was not restricted
by sentencing guidelines. A jury rejected

PORTLAND (AP) — Oregon Labor
Commissioner Brad Avakian said Tuesday
that he’s running for secretary of state.
Avakian, 54, becomes the third Democrat
in the race, joining state Sen. Richard Devlin
of Tualatin and state Rep. Val Hoyle of
Eugene. Secretary of State Jeanne Atkins,
appointed to the post in
March, does not plan to
run.
The secretary of state
is in charge of registering
corporations, applying
election laws, auditing
government agencies
and maintaining the state

“We can use the Land Board to create
clean-energy jobs, jobs that will boost
our economy and provide a healthier
environment,” Avakian said in an interview.
Avakian described Oregon as “ahead of
the curve” when it comes to elections, but
he said it can improve participation and
engagement. Boosting civics education in
schools is a good place to start, he said.

sentencing. He was a 17-year-old high
school student who had moved from
Missouri to live with Jaqueline Bell, 71,
a few months before the retired utility

Authorities caught Cain and his cousin,
Micus Ward, after they led deputies on a
high-speed chase along a highway in Bell’s

in Cain’s pockets.
Prosecutors said Cain planned the murder
and helped Ward carry it out. Defense
attorneys claimed his cousin killed Bell and
Cain tried to stop him.

Coffee combo: Peet’s buying
Stumptown Coffee Roasters
PORTLAND (AP) — Peet’s Coffee &
Tea is buying the popular premium coffee
company Stumptown Coffee Roasters,
bringing the once independent brand more
into the mainstream.
Terms of the deal announced Tuesday
were not disclosed.
Stumptown, based in Portland, started in
,QYHVWPHQW¿UP76*3DUWQHUVERXJKWD
majority ownership position in the company
in 2011. Stumptown now operates 10 stores
in Portland, Seattle, New York and Los
Angeles and describes itself as a pioneer of
the cold-brew coffee movement.
The companies say Stumptown will
continue to operate independently but
will have access to Peet’s resources and
scale. Privately held Peet’s, which is based
in Emeryville, California, says it hopes
to capitalize on Stumptown’s leadership
position in premium and cold brew coffee.

Shooter’s mother wrote
about guns in online forum
PORTLAND (AP) —
The mother of a gunman
who killed nine people
and himself at an Oregon
community college allowed
her troubled son to have guns
and acknowledged in online
posts that he struggled with
autism, but she didn’t seem
to know he was potentially
violent.
The online writings by
Laurel Harper date from a
year ago to nine years ago
and offer fresh insight into
the gunman, 26-year-old
Christopher Harper-Mercer,
and his relationship with his
mother.
The Associated Press
didn’t speak with Harper
about the postings, but in
them she offered an email
address that is linked to her.
Harper and son shared an
apartment outside Roseburg.
Investigators have recovered
¿UHDUPV ² VL[ IRXQG
at Umpqua Community
College, where the killings
occurred, and eight at the
apartment. Neighbors of
mother and son in California,
where they lived before
moving to Oregon in 2013,
have said Harper-Mercer and
his mother would go target
shooting together.
Investigators say Harp-
er-Mercer’s mother has told
them the son was struggling
with some mental health
issues.
In her online postings,
Laurel Harper talked about
her love of guns and her son’s
emotional troubles but there
are no hints of worry that he
could become violent.
“I keep two full mags in
my Glock case. And the ARs
& AKs all have loaded mags.
No one will be ‘dropping’ by
my house uninvited without
acknowledgement,” reads a
3-year-old posting.
She was referring to
a Glock handgun and to

DQGDPLOLWDU\VW\OHULÀHZHUH
among the weapons seized
after the Roseburg shooting
rampage.
Laurel Harper wrote in
another posting: “I love the
long guns & I have an AK-47
en route.” She complained
about gun-control efforts in
“lame states.”
She posted several times
that her son had Asperger’s
syndrome, a mild form of
autism.
One posting reads: “He’s
no babbling idiot nor is his
life worthless. He’s very
intelligent and is working on
DFDUHHULQ¿OPPDNLQJ´
She wrote that she read
aloud to her unborn son from
Donald Trump’s “Art of The
Deal.”
Investigators have not yet
said whether they suspect
a motive in last Thursday’s
shooting rampage, where
Harper-Mercer killed eight
students and a teacher before
killing himself.
While living in California,
Harper-Mercer
graduated
from a learning center for
students with learning disabil-
ities and emotional problems.
His parents divorced when he
was a teenager and he lived
with his mother.
Harper-Mercer’s father,
Ian Mercer, still lives in
California. Over the weekend
he said he had no idea his son
had any guns.

mandatory water restrictions this year, as the
drought-depleted water supply is keeping up
with demand.
The Baker City Herald reports that the 11
streams and springs in the city’s watershed
are producing about 2 million gallons per
day. Public Works Director Michelle Owen
says that’s less than half the volume typical
for October.
Owen says residents are sticking to the
voluntary water curtailment request the
city made three months ago, with demand
averaging about 2.6 million gallons per day.
Those levels, combined with the
possibility that demand will drop with the
temperature, have Owen saying she does not
foresee mandatory restrictions.
