PORTLAND (AP) — A Washington
woman who took her toddler daughter across
state lines for sexual abuse was sentenced
Monday to 25 years in prison.
Prosecutors said the woman repeatedly
visited the Portland area to have sex with
boyfriend, James Lee Hickerson. The toddler
was often present when the couple had sex and
was later included.
Agents found two videos on Hickerson’s
phone that show the woman performing a sex
act on her daughter.
The Associated Press is withholding the
29-year-old mother’s name to protect the
child’s identity.
The woman pleaded guilty in May to trans-
portation of a minor for criminal sexual activity.

Simon before sentencing that caused the judge
to ask if she wanted to withdraw her plea.
Though the woman did not take that step,
she also didn’t accept full responsibility. She
said her boyfriend was the instigator and her
behavior was not as bad as portrayed by pros-
ecutors.
“I never hurt my daughter, not the way the
court is looking at it,” she said. “Like I said
your honor, you’re only getting a glimpse of
what happened.”
The judge replied: “It may be true that I’m
only getting a portion of what happened, but
from the portion I have seen and I have read,
it does appear to me that you have failed the
fundamental responsibility of a parent, which
is to protect one’s child.”
Assistant U.S. Attorney Jane Shoemaker
said even if the abuse was Hickerson’s idea,
the woman — who lived in Camas with her
parents — could have said no.
“She could have left her child at home, but
she didn’t,” Shoemaker said. “She went with
Mr. Hickerson time and time again, took her
child time and time again.”
The woman must register as a sex offender
when she leaves prison and spend 10 years
on supervised release. During that period she
can’t speak with her daughter unless she gets

Hickerson has pleaded guilty to producing
child pornography and transporting a minor for
sexual activity. He is scheduled to be sentenced
in November. Hickerson’s father, Neil Lee
Hickerson, pleaded guilty to possession of
child pornography in the case and is to be
sentenced next week.

Army also plans to award him a medal for
his actions.
It’s all been a little overwhelming, said
Skarlatos.
“If you were thrown in a ridiculous
situation like that, and you just want to
survive, you’d be surprised if everyone
wanted to give you attention about it,
too,” he said.
Anyone in a similar situation, he said,
should “do something, because you’re
probably going to die anyway, so you
might as well give it a shot.”
On Sunday, a spokesman from
the Oregon Military Department
met Skarlatos at his airport gate and
accompanied him to baggage claim.
While Skarlatos waited for his luggage
to appeared, a man in military uniform
walked up to shake his hand.
Skarlatos has been a guardsman for
three years and returned from a nine-
month deployment to Afghanistan in
July. He said he eventually wants to go
back to school and pursue a career in law
enforcement, a goal he’s had since he was
18.

PORTLAND (AP) — Ten days ago,
Oregon Army National Guard specialist
Alek Skarlatos helped stop a terrorist
attack on a high-speed train traveling
through Belgium. On Sunday night, he
returned to Oregon, looking weary and
dressed in plaid and khakis.
He described the international attention
he’s received in the meantime as “pretty
unreal,” reported The Oregonian.
Skarlatos, a 22-year-old Roseburg
native, said he’s looking forward to
“relaxing and a little bit of normalcy.”
“I’m sure it will happen eventually,”
he said at Portland International Airport.
“Just not sure how or when.”
Skarlatos was with his childhood
friends Spencer Stone, a U.S. Air
Force Airman, and Anthony Sadler, a
Sacramento State University senior, on a
Paris-bound train when the three helped
subdue Ayoub El-Khazzani, a man with
ties to radical Islam who was carrying a
handgun and an assault weapon.
Since then, he has been awarded
France’s highest honor, made television
with Sadler and Stone and said he plans to

Skarlatos did, however, reveal one
thing on his to-do list: laundry.
Salem City Council to weigh
early marijuana sales
SALEM (AP) — The Salem City
Council will have to decide whether
to allow “early sales” of recreational
marijuana.
The Statesman Journal reports the
council will meet Monday night to discuss
recreational marijuana and whether it can
be sold from medical marijuana facilities
starting Oct.1, more than three months
ahead of the state’s planned start date.
City Attorney Dan Atchison in a staff
report to the council noted that current
city code is unclear about whether Salem
residents will be able to participate in the
early sales. Currently, only those with a
valid medical marijuana registry card can
enter a Salem medical marijuana facility.

The council will also decide whether
to ban recreational marijuana sales
altogether.
