MEETING
A public meeting of the Budget Committee
of the Hermiston Fire & Emergency Serv-
ices District, Umatilla County, State of
Oregon to discuss the budget for the fiscal
year, July 1, 2015 to June 30, 2016, will
be held on Wednesday, April 8, 2015, at
6:30 p.m. The meeting will be held at the
Hermiston Fire Station, 320 S. 1st Street,
Hermiston OR. The meeting is to receive
the budget message and to receive com-

Project
Bid Issuance #3 -
Event Center Design-Build
Frew Development Group, LLC (“FDG”) is
accepting subcontractor bid proposals
from all interested bidders for the Design
and Construction of the Event Center, as
part of the Eastern Oregon Trade and
Event Center Project, located in Hermis-
ton, Oregon. This Project is being exe-
cuted with a Design-Build delivery method.
Frew Development Group, LLC (“FDG”) is
the Construction Manager for the Owner.
The successful bidder will be contracted
through FDG.
FDG will receive sealed bids and propos-
als by 12:00PM noon on Thursday, April
16, 2015. Bids and responses will be re-
ceived by Mr. Gary Winsand, Senior Pro-
ject Manager, in the FDG office located at
917 S.E. Columbia Drive; Hermiston, OR,
97838. Bids and responses shall be re-
ceived no later than the bid due date and
time, with contents as indicated herein.
Bid proposals will be opened, reviewed,
and evaluated privately by FDG. Bid ac-
ceptance is subject to acceptance by the
Owner. FDG reserves its right to waive
any non-material irregularities that it be-
lieves to be in the best interest of the
Owner. It is the bidder's responsibility to
ensure its bid is received by FDG by the
bid due date and time. Bids received after
this time will not be accepted.
Bids shall be submitted in accordance with
this Request for Bid Proposal. Submitted
bids are to be clearly labeled with “East-
ern Oregon Trade and Event Center -
Bid Issuance #3 - Event Center
Design-Build”.
Pre-qualification prior to submission of a
Bid response is not required.
FDG will answer questions from bidders
only if they are submitted via email to Gary
Winsand
at
gwinsand@frewdev.com.
Questions must be received by April 9,
2015 at 5:00pm PST. Addenda will be is-
sued in response to all questions.
A non-mandatory pre-bid meeting will
be held on Thursday, April 2, 2015 at
9:00AM. The pre-bid meeting location will
be the Stafford Hansell Building; 915 S.E.
Columbia Drive, Hermiston, OR; Confer-
ence Room #113. Although it is strongly
encouraged for interested bidders to at-
tend the pre-bid, it is not required in order
for a bidder's proposal to be considered.
As part of the evaluation of the price com-
ponent of the bids, FDG shall add a per-
centage increase to the Bid of a non-resi-
dent bidder equal to the percentage, if
any, of the preference given to the bidder
in the state in which the bidder resides.
Bidder shall indicate residency status on
the qualification form.
The successful bidder must comply with
the Oregon Public Contracting Code (ORS
279A, 279B and 279C), and as amended
from time to time in the performance of the
work.
The project is subject to the state prevail-
ing wage rates under ORS 279C.800 to
279C.870. The wage rates will be found at
http://egov.oregon.gov/BOLI/WHD/PWR/p
wr_state.shtml and in the July 1, 2014
Pre-
vailing Wage Rate Book.
No bid shall be received or considered un-
less the bidder is licensed by the Oregon
State Construction Contractors Board, or
by the State Landscape Contractors
Board, as applicable, and as required by
ORS 671.530.
