THE MORROW COUNTY PLANNING
COMMISSION will hold the following pub-
lic hearings on Tuesday, March 31, 2015
at 7:00 p.m. at the Heppner City Hall in
Heppner, Oregon.
LP-S-447: Valby Lutheran Church
Cemetery, applicant and owner. The
property is described as tax lot 1500 of As-
sessorʼs Map 3S 24. The property is lo-
cated off Valby Road south of Ione and is
zoned Exclusive Farm Use. Request is to
partition the property into two parcels. Cri-
teria for approval include Morrow County

ATSP-088-15 Adoption of the Morrow
County Transportation System Plan Ap-
pendix B, Project List. Morrow County,
Applicant, requests to update the short
term and long term project lists and add a
bridge deficiencies list as part of Appendix
B. Criteria for approval are found in the
Morrow County Comprehensive Plan Re-
view and Revision Process. This is the
first of at least two public hearings with the
final hearing before the County Court.
The Planning Commission will dis-
cuss the Regional Economic Impact
Analysis (Army Depot), the Community
Economic Development Survey (GEODC),
and the Port of Morrow Strategic Plan and
Economic Analysis. The discussion will
be in regard to their use as input to the
Comprehensive Plan Economic Element
update.
Opportunity to voice support or oppo-
sition to the above action or to ask ques-
tions will be provided. Failure to raise an
issue in person or by letter or failure to
provide sufficient specificity to afford the
decision maker an opportunity to respond
to the issue precludes appeal to the Land
Use Board of Appeals based on those is-
sues.

Mountain Community College located in

Question: Shall BMCC Issue general obliga-
tion bonds not exceeding $23,000,000 for

Summary: Blue Mountain Community Col-

but related procedural requirements for
ac-
tivities to be undertaken by Umatilla
County.
REQUEST FOR RELEASE OF FUNDS
On or about March 27, 2015, Umatilla
County will submit a request to the HUD
for the release of Economic Development
Initiative-Special Project Grant funds un-
der U.S. Department of Housing and Ur-
ban Development Appropriation Action of
2008 (P.L. 110-161) to undertake a project
utilizing the grant funds of $441,000,
known as the Umatilla County Fairgrounds
Exposition Center, for the purpose of con-
struction of new exhibition hall to be lo-
cated at the Eastern Oregon Trade and
Event Center, 1705 E. Airport Road, Her-
miston, Oregon.
FINDING OF NO SIGNIFICANT IMPACT
Umatilla County has determined that the
project will have no significant impact on
the human environment. Therefore, an En-
vironmental Impact Statement under the
National Environmental Policy Act of 1969
(NEPA) is not required. Additional project
information is contained in the Environ-
mental Review Record (ERR) on file at the
office of Umatilla County Board of Com-
missioners, Room 121, Umatilla County
Courthouse, 216 SE 4th Street, Pendle-
ton, Oregon, for review and may be exam-
ined or copied weekdays 8 A.M. to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagree-
ing with this determination or wishing to
comment on the project may submit writ-
ten comments to Umatilla County Coun-
sel, Room 112, Umatilla County Court-
house, 216 SE 4th Street, Pendleton, Ore-
gon. All comments received by March 26,
2015, will be considered by Umatilla
County prior to authorizing submission of
a request for release of funds. Comments
should specify which Notice they are ad-
dressing.
RELEASE OF FUNDS
Umatilla County certifies to HUD that
George L. Murdock in his capacity as
Chair, Board of Commissioners, consents
to accept the jurisdiction of the Federal
Courts if an action is brought to enforce
re-
sponsibilities in relation to the environ-
mental review process and that these re-
sponsibilities have been satisfied. HUD's
approval of the certification satisfies its re-
sponsibilities under NEPA and related
laws and authorities, and allows Umatilla
County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of
funds and Umatilla Countʼs certification for
a period of fifteen days following the antici-
pated submission date or its actual receipt
of the request (whichever is later) only if
they are on one of the following bases: (a)
the certification was not executed by the
Certifying Officer of the RE; (b) the RE has
omitted a step or failed to make a decision
or finding required by HUD regulations at
24 CFR Part 58; (c) the grant recipient has
committed funds or incurred costs not
authorized by 24 CFR Part 58 before ap-
proval of a release of funds by HUD; or (d)
another Federal agency acting pursuant to
40 CFR Part 1504 has submitted a written
finding that the project is unsatisfactory
from the standpoint of environmental qual-
ity. Objections must be prepared and sub-
mitted in accordance with the required
pro-
cedures (24 CFR Part 58) and shall be ad-
dressed to HUD CPD at 1220 SW Third
Avenue, Suite 400, Portland, OR
97204-2830. Potential objectors should
contact HUD to verify the actual last day of
the objection period.
