of jurisdiction.
When the vessel arrived in Manila
the authorities were notified and made
an investigation.
The incident is said to have actually
occurred when the vessel was in
Shanghai, China, so the authorities de- I
clared it would he necessary to tr.-ms- !
port both the Chinese and the little
girl, together with witnesses, back to
the Chinese city.
Under existing laws this is virtu
ally impossible, so thero Is small
chance of the Chlnainan being tried
for the offense.
