The contrary prevailed last winter. With plenty of forage and easily ac cessible because of lack of heavy snow, the herd pulled through and has a most favorablo outlook. Tho agents point to the need of Miltal'le government-owned winter ranges, statlpg that those set aside ex perimentally have not proved desir eble.
