Personal investigation over three
years has shown ir.e that we are draw
ing near unto the crossroads of Am
erica's future Oriental destiny. Ja
pan's peaceful' penetration can mean
nothing save a direct insult to us. Ab
solute exclusion of all Orientals will
be the only solution of the problem.
As. in 1917. we are again facing a cru
cial moment, and it is for us to settle
it now in Washincton, rather than at
some future date in Tokio.
I would like your opinion on a sub
ject, -which is a vital one. And if you
vill permit, will embody it with other
data on this subject.
