MORE. PROTECTION NEEDED
CONGRESSMAN DYER, republican member from Mis
souri, who' recently returned from a trip to the orient,
is inclined to the view that the United States faces a
war with Japan unless strong preparatory steps are taken. His
advice is for a stronger American navy in the Pacific.
There is likely to be much merit in his suggestion. The dif
ferences between the United States and Japan are racial and
such troubles are always deep seated. At the Versailles peace
conference Japan asked for a provision calling for racial equal
ity but this request was rejected at the instance of President
Wilson. Japan is now preparing to renew its request and
America will have no representative in the league to oppose the
move. Whether or not the other nations will object to Japant;
plea remains to be seen but a disquieting feature is that most
countries are likely to be more or less indifferent from the fact
they are not confronted by the same problem that bothers the
United States. Hence they might accede to the Japanese wish,
but whether they do or not it will be wise to keep an eye on the
master nation of the orient.
The United States should either take the lead in seeing that
peace and disarmament are made secure by binding internation
al action or else we should increase our naw and some branches
of the army. The recent election indicated antipathy to the
League of Nations. It may be presumed that the new president
will so interpret the results. If so preparedness will become the
watchword and it will be criminal folly not to safeguard the
Pacific coast.
PENDLETON VS. SALEM
A T the recent city election in Salem, the people' voted
down a proposition for financial relief for the city gov
ernment and in consequence nearly every branch of city
affairs has been hit. It will be necessary to cut down the police
force, curtail on street cleaning, defer fire department changes
and stop paving street intersections.
Pendleton people took the opposite course by approving
three city measures by overwhelming majorities, thus clearing
the way for improved conditions here.
Moral If you wish to live in a first class town that believes
in its future, step this way. We are crowded but can always
make room for more. '
NO ISOLATION FOR ARGENTINA
ENROUTE to the first meeting of the League of Nations
Assembly at Geneva, the foreign minister of Argentina,
who is to represent his country, is quoted by the Asso
ciated Press as saying :
I am going to Geneva to the meeting of the league assembly with the
greatest enthusiasm. I believe in the success of the league if each nation
I rlngs to it Rood will. And that seems easier thunthe pessimists imagine. Na
tionalism properly understood, is not incompatible with healthy International
ism." ...
He does not seem to share the view that "The league is dead
nor does he talk about Argentina first. Perhaps he has a vision
that with his country in the league and the Lnited States outside
Argentina wheatgrowers may find the situation to their advan
tage.
