Ml - "I I MM FOR A GREATER PENDLETON i THERE are a number of measures on the city ballot and they should have the attention of local people so they may vote intelligently at the city election which is held XMOvember 2 at the same time as the eeneral election. One of the local measures provides fof the Durchase bv the city of the vacant block by the Catholic church for the sum of $8000. Keal estate men say theTroperty is worth that or more, as values go in Pendleton. It is obvious that if the block is not purchased and some buildings should be erected on the property it would then be difficult to secure this tract for municipal needs. So if action is ever to be taken now is the time. It is the intention if the city secures the block to put it to grass so as to make it an attractive place that may be used for park or playground purposes. Tentative steps have also been taken by a committee representing various civic organizations to secure a tract in the west end of town but owing to the refusal of one owner to sell this deal is not yet in shape for action. If the East Oregonian understands the matter correctly the com mittee is going to continue on the job until in some way the problem of a west end block for parking purposes is solved. Naturally, the defeat of the measure to buy the block by the Catholic church would be a dampener on further efforts of this character.1 If you believe in parks and playgrounds for a growing city you may give practical expression to your views by voting to pur chase the one remaining vacant block .in the east end of town. T APPLIED CHRISTIANITY , HE League of Nations council has taken steps looking to wards securing a mandatory for Armenia the new re public whose people suffered the tortures of hell because they believed in the Christian religion. The league which Mr. Harding says is dead is spreading its protecting arm over poor Armenia and the arrangement is that the expense shall be joint ly borne by the members of the league. There are 43 nations now in the league and the pro rata expense will be slight. Bleed ing Belgium will pay her part so will war ridden Poland and the great nation that held them back at Verdun. But the United States according to Harding and Lodge must not do these things. We must play "America First." Ye Gods. J JIM'S NIGHTMARE IM KYLE has been interviewed by a Portland paper to the effect the wheat farmers of the country are starving be cause they cannot sell their wheat and that the country is being-flooded with Canadian wheat. On the same day the East Oregonian had an interview from H. W. Collins, real grainman, dealer, farmer and miller, saying that 60 per cent of the wheat of Umatilla county has been sold and moved and that the wheat sold has averaged $2.20 per bushel on a No.. 1 basis, no wheat selling for less than f 2 per bushel No. 1 basis. Simultaneously the market quotations show wheat prices at Winnipeg to be ma terially higher than in Chicago. . Problem What kind of mince pie did Jim Kyle eat to have such a dream? . Senator Reed, who had a curious war record and has always been a bitter foe of the peace treaty and the league, has bolted Governor Cox and the Missouri democratic senatorial candidate. Is that not a signal for pro league republicans who believed in the war and oppose a separate peace to flock to Cox? Should the so-called four per cent interest law be adopted by the people of Oregon on November 2 the chief sufferer will be the man who wants to borrow money. tucn a law wouia simpiy drive money into-other states where higher rates prevail. The man who submitted this measure manifestly was lacking in com mon business experience. ; Will Hays and hiss pro German vice chairman are sure of a victory for the candidate who opposes the League of Nations and favors separate peace. In 1917 the kaiser was informed by German agents in this country that America would not enter the war and tha if it tried to do so the people would revolt. EXCEI Over 40 Countries Have United With League or Have Made Applications for Member ship in Peace Corps. WASHINGTON, D. C Oct. !S. From data lately received at the State Department from the Secretariat of the League of Nations, it appears that the United States will be In the event of Harding success, .the only nation in the western hemisphere not a member of the League of Nations. Canada and Cuba are members and ol the seven teen countries of Latin America, twelve are now members, Bolivia, Brazil, Guatemala. Peru and Vruguay being original members and Argentina, Chile and all other Latin American Nations except Costa Rica and Mexico having Joined the League since Its for mation. Costa Rica having overthrown a dictatorship and formed a real re public Its application for membership in the League will no doubt be granted In November. Mexico, aided by the policy of President Wilson, has form ed a stable anl legitimate government and will soon petition for admittance tn thn League and Its application Is exnected to be granted. J., Oct. 15. Senator Harding's proposal for an as sociation of nations as a substitute for the league plan is "ridiculous to the point of absurdity," and "futile to the point of impossibility," Attorney General Palmer said tonight, making his first speech In the presidential campaign. Provisions of the existing league covenant, as signed, he said, by 39 nations, would not allow them to consider American proposals for a new association. Defending the existing convenant, particularly against republican charges that It involved limitations of the war making power of congress, Mr. Palmer cited u number of treaties now In ef fect, "By treaty agreements to submit differences betmeen the C S. and othei nations to arbitration, to remove war ships from the great Lakes and to de fend the Republic of Panama against aggression, Mr. Palmer said, the Unit ed States had several times formally limited the right of congress to use or refrain from using the country's var power.
