penter's personal observations In this

than 20 years: United States weather
bureau reports and telephonic com
mumcations from various . California
points.

"Should an aviator ask which
route to take in flying north," Dr. Car
penter said when explaining hts sys
tem, 'we would telephoneto certain
points in the mountain passes of the
Tehachepi range. The -wind might be
sweeping north through one pass and
south through another. Of course, we
would advise the aviator to follow the
pas where the wind was to the north.
"A few months ago a United States
army officer asked if it would be safe
for his airplane to take off for San
Francisco at 9 o'clock on a stormy
morning. After consulting the weathr
er bureau we felt safe in advising him
that if he started at that time he would
strike fair weather In an hour, which
proved to be the case.
