building the army cantonments. But the question is
would not regular contracting have cost more and in
volved delays the country could not afford. Contractors were
fearful because they did not know what materials would cost.
They did not k now how they would fare as to labor or transpor

obliged to play safe and the camps would perhaps have cost!
more than they did. Necessarily there would have been delay;
