In view of the I (United Vreiw staff CerMspestdevt) j VIENNA, Uec. 11. In view of the general shortage of coal here, the l question of tho production of other j fuel has again become extremely im portant. Special attention In financial I circles Is tieintf paid to oil and petro ; leniu which eastern Europo used to produce in abundance. The exportation and the equal and j Judicious distribution of the materials, j however, is rendered particularly dlf- llcult today by the exceptionally grave I political situation of the producing countries as well as by the devastati ons of which this territory was the i theatre. This refers above all to tho ; oil wells of Galicia and rtoumania. while the oil occurrences of Itaku, on ! the Caspian Sea, and Kerkuk-Chanlkin still deserve the greatest attention In I the Far Kant. The extraordinary ab- undance of the hitler's products was ' one of the principal reasons why the Hritish naval craft was reconstructed for oil heating. Ream! ruction Vital. While the petroleum and oil pro- auction of Asia is more or less In Brit ish hands, already, there ought to be a good opportunity for the Investment of American capital In Galicia and Koumania. American business Inter ests, however, must be aware of the I fact that one of the most urgent and ' inilisnMililu i .. I . ... ...... . ..i i j al exploitation of the oil wells in that part of the world will be their rccon jstruction, aiming to bring about tho i pre-war standard of production. While the output of mineral oil In Galicia which centered in Drohobyez and the neighboring territories was very great in normal times, a considerable i number of wells have been choked I and devastated during; the course of me numerous battles which took place there between the Russians and the i Austrlans; even after the armistice land right now this territory is the I subject of dispute between the Poles and the Lkrainians; the wells are partly In British and partly In Am erican and Austrian hands. llunuinlan Veils Working As to the Roumanian oil wells, a considerable part of these is not now in working order, which is chiefly due to the military measures taken by the allies at the time of the German ad vance in Houmania. Although Gen eral Ealkenhayn's experts devoted particular attention to the reconstruc- tlon of the destructtd wells, their work was crowned with limited success. and it will take a long period of sys tematic work to raise the Rumanian oil field again to their pre-war Im portance. The Rumanian government Is trying hard to achieve results In this respect and is reported to have lately concluded a convention with the Austrian government whereby they arc to supply the Au.itrians with pe troleum and other material of prim ary necessity in ex hange for indus trial products. SMi There is an exceptional opportun- ty at tho present time for American capital to take an increased active in terest in the oil production of Eaxtern Europe: an activity of this kind on the part of the United mates would be very much facilitated, first, by the ex ceptionally favorable rates of exchange tor American coinage In those coun tries, and, second, by the marked readiness of the peoples and govern ments concerned to co-opernte with America and to profit by her efficient business organization. mien was iiiero over a tunc when women were tlninR so itnn li (or nmnltiiwl mid when was tn health and vtrenxtl) of out women more vital to the very existence of our eountry.
