The acreage cost for the full .stream flow will he about ?60 per acre and if reservoir construction becomes necessary' the additional cost for storage will be about $20 per acre. Fii-st Bond Issue in 1913. In 1913 the district voted Jl.1'00,900 bonds and purchaad the water rights of O. I. Teel and the Teel Iitch com pany for 1 00,000. These rights con- Itist of early appropriations of the wa ters of Camas creek. No conflict ap pears with other rights on the John j Day river because all existing irrigat- j ed farms are amply supplied from the i main forks of the river coming in be low the points of diversion for the Teel irrigation district. The territory drained by the streams ' consists of 160 square miles of tim-I bered country in the Itlue mountains j at an elevation of from 3,ri00 to 5500 feet alove sea level and having an an- I nual run-off precipitation nf 19 inches. ! The lightest stream flow for any year! under investigation was 141,000 acre i feet giving full I acre feet per acre I after allowing from 30 to 40 per cent tor seepage and evaporation. This is ! not probable on account of the heavy i clay soil and bed rock bottom along the line of transit. No Kcservoir Necessary. It is Uellcved by most observers HUH no storage reservoirs will ever be necessary to lake care of the lands now in the district. The reservoir site of the district is on llowman meadows about four miles above the main line diversion on Camas creek. It covers about Soo acres of land and is designed to store with a 9 0-foot dam SO.OOro here reet of water. In the spring of 1914 the district was financed and agreement made for tbe purchase of the bonds in New Yoik. The outbreak of war in Eu rope indefinitely postponed negotia tions. Efforts wore renewed in 1910 and again delayed by the capital is sues committee of the government commanding the financial resources of the country for stiictty war purposes. After the armistice in November. 191S. the district made another effort and I succeeded in contracting the Rale of its ponds "conditioned upon the ability of ! the district to quality under the pro- J visions of the state law forcertifica- i tion of lis bonds by the sercetary of I state. Kouds Certified. On July 3. 1919. the commission i recommended bonds in the sum of 93(.floo to build the main line, feed- t ers and tuiintl Provision was also; made for the main line of the distri bution system. On the date of the! certification the directors contracted with the Warren Construction Com pany to build the tunnel and main line and feeders for $730,000. backed by a surety bond of $4 00,000 to guar antee the completion of the work for the sum named in the contract. The district holds back 10 per cent of the contract price as an additional guar antee and in reserve, 15 per "cent of the total certification for its own en gineering and contingencies.
