All evidence a hand In the past few weeks has shown unite conclusively that the .Spartaclsts and the Independ ents were endeavoring to prove con clusively to Germany and to the world that they had moderated. Certainly. In general, they adopted a new course of tactics (rom that pursued last u tv ter and spring when rioting and blood shed were the order of the day. Their new course appeared to consist In fomentation of strikes and other In ternal troubles with a view to so em barrassing the government and ham pering the national life that the exist, ing regime would be overthrown. Now however, the evidence of the government contains In documents seised from Imprisoned Spnrtacists shows that whereas sabotage and kind red weapons were probably favored by the bulk of the communists, there was another group that believed In 'direct action' of the worst sort. Murdered for Spy. The murder of government Inspector Ttlun in August led the government to probe even more deeply than before into the secret workings of the com munists group. This general Investi gation led to a Somber of nrrests. In cluding the haul at Hnlle wherein about a dozen of very radical stripe were captured. It also provcajfjn the governments satisfaction that Illau was killed by reds who suspected him of being a spy. Munich continues to lie a fruitful Source of communist agitation. Some of the reddest of the reds have their hcadauartcrs there. From these headquarters issue secret orders which ' every now and then fall Into govern-, ment hnnds and prove that not OBW are these agitators willing to harm, and even halt, the national Industrial life, but have no really sincere desire to benefit the laboring men. Instead. It has loen shown, the agitators are fattening on proletarian funds, some of which emenate directly from llol ahevlk Utissla, nnd others of which are collected (rom the "Brethren" In flermanv, Auslrni and Carcho- Slyova kla. Pnrt f ihe oroernm of these agltn- tors Is to give their course an air nfj respectability by recruiting intellec tuals." Inrlor imlaliprlk One set of documents obtained re cently shows that orders were out for the radical presa to renae making any harsh atacks upon the government" in order to lull the officials Into a aense of aecurlty." The same set of orders riectared that the 'Intellectuals'' must he obtained In furthering the com munist cause. An Intellectual ts what In the United States would be called a parlor bolshe. vlk. Many of these people, who hon estly believe In the cauae they preach are being used a toola of paid, pro fessional agitators who work with poi son, guns, and propaganda to upset the existing order nnd to supplant It with a new regime, according to gov ernment evidence. How widespread me membership in the "murder centrals" was, Is not en tirely evident. Communist sources claim that these groups did not repre sent the sentiment nnd the Intentions of the rank and file. The government on the other hand, contends that these groups and their plans were certainly sufficiently strong to plunge the coun try Into a reign of terror this winter, and perhaps to spread the germ of communism actively to the rest i of Kurope.
