A Rome dispatch declared the Italian cabinet sent a lengthy note to the allied governments yesterday. The nature of the message is not revealed but it Is assumed to be concerned with the reported recognitions be tween the allied and Italian govern ments which have apparently been under way since steps were taken for the opening of negotiations with Aus tria. . Apparently the only thing which has been standing In the way of the Italians' return to the conference Is the discovery of a formula which will save Orlando's face with the Italian people and ata the same time leave President Wilson and the conference generally in an unaltered position. Others Siniiiltuiioonf. The const. m ni a 1 1 on of pea ce with Bulgaria and Turkey, it is believed, will be undertaken practically simul taneously as the settlement with Aus tria.
