the Morrow county line west
of Umatilla; the road from
Meacham to Pendleton, the
road to Heppner via Pilot Rock
If these main traveled roads
can all be improved through
state aid the hard part of our
road problem will be solved
We will have permanently im
proved the highways over
which 75 per cent of our travel
passes. ' County funds may
then be concentrated on less
used roads with the result we
will have a net work of good
roads all over the county.
We cannot afford to pass up
the great opportunities we have
for state aid.' But we cannot
get this aid unless we meet
our portion of the expense.

penditure of its first six million

elapse before the next election.
It is a year and a half yet be
fore the rival candidates are to
be nominated.
Much is going to happen
within that time. The world
will agree upon peace and con
ditions that are to follow
peace. Keconstruction issues
of the most vital character are
to be faced. The attitude of
!our rival political parties with
i reference to these subjects will
j in all probability form the is
; sues for the campaign of 1920.
Therefore the fight is not
yet drawn and no man can yet
tell who should or who can be
nominated by either party. A
man who might seem avaail
able now may, by the logic of

try that politics is in a chaotic
i state at present. The things to
be "settled within the coming
year are of more importance to
the country than the 1920 elec
tion. These subjects should be
decided in accord with the facts
as we find them and in a broad
spirit of Americanism not in a
spirit of partisanship.
Good citizenship calls for
doing the urgent work we have
at hand, with ali the coopera
tion and sanity possible, and
for letting politics wait.

Saturday. The statement car
ries a list of how the counties
met their duties under the
fourth liberty loan and in ad-i
dition five cities of the state
are listed, Pendleton was
omitted from this list despite
the fact it had the heaviest
quota of any city in the state,
outside of Portland, and over
subscribed its quota. As the
list was made up very deliber
ately long after the records
were in the action seems inex
. Pendleton subscribed over a.
million to the fourth loan and.
exceeded the records of some
towns with double our popu
lation and heavier bank de
posits. Why should we be left
in the cold when honors are be
ing passed around?
