The commissioners express .the be

of insanity are preventable, and urge
five measures to reduce the number of
cases of mental disease:
Checking the excessive use of alco
holic liquors, checking the ravages of
veneral diseases, teaching mental hy
giene to the public, eliminating ex
treme poverty and extending the out-
' patient department of the state hos
pitals, with more free clinics for men
tal and nervous disorders, and field
j agents to look after incipient and
convalescent cases.
The thirteen state hospituls hold
: 37,000 patients; &.4U7 persons were
admitted during 1917, of whom 7,340
were new cases and 2,067 were read
mitted; 91.2 per cent of the patients
were supportqd entirely by the state
which expended $S,3S2,616 on their
care. The annual per capita cost was
kept down to $219.16, but this was an
increase of $8.91 over the per capita
cost two years ago.
