I A gavel made In the manual train ing department of the Pendleton hign school will be used to convene the first representative council of the staite teachers' association In Port-; land this month. The gavel was sent to Salem this week and President E j F. A program beginning at 7:30 in the school chapel, will continue for an hour, after which Santa Claus will arrive to distribute i presents from the Christmas tree to J the pupils. The annual Christmas dinner will be served tomorrow noon, , after which the pupils will be excused to go to their homes for the holidays. To Discuss Foreign Trade. The Commercial association this morning received a letter from the Portland Chamber of Comerce, re questing that the heads of Industrial plants here be notified that a special train for the Pacific coast will be made up for the fourth convention of the national foreign trade council which will meet in Pittsburg on Jan. 25, 26 and 27.
