A first glancs at the new rules gives the impression that they have been pretty thorough ly revised and altered. More careful inspection, however, reveals the fact that the changes are chiefly editori al; that Is, re-arrangement and re wording of material last year's code In a new suit of clothes; thero are a few changes that bear on the playing of the game. The uniform code Is prepared "by a representative com mittee which each year considers carefully the many suggestions put up before it by hundreds of coaches, officials, players and others who know them thoroughly and see It from every standpoint. For this rea. son alone, if for no other, this code should be superior to any one-man. home made brand, and should be worthy of universal adoption. There are very few changes of much consequence this year. They are, first, regarding equipment; sec ond (a) the umpire is to assist the referee In out of bounds only when requested by the referee, a chapter U added on "Captains and Their Du ties" and it Is specified that the cap tain alone shall represent his team In dealings with officials during the games; third, (a) the so-called "Jump-ball." In this rule the words requiring the Jumper "to face his own basket" are omitted and the word "with both feet Inside his own half of the center circle" substituted, (h) the ball must be first J'tapped" by one of the Jumpers, after which It Is the "ten player's" ball, meaning that the Jump off In the center and the toss up of n held hall, the Jumper may tap the ball to the side or back wards and catch It.
