Hla appointment wa. approved today by the virtually unan Imous vote of parliament. Under the guidance of Wu Tans- Fang the Chinese foreign office will be condcted by a man who has per haps a greater degree of familiarity with American affairs than any other Chinese statesman. During his two terms of service as Chinese minister in Washington he rained a national reputation for his picturesque person ality and his wit. He was regarded in Washington as an exceptionally ca pable diplomat and a friend of the t'nlted States. During the Boxer up rising of 1900 he succeeded in getting through a message to the American minister, Mr, Conger, who. with' his colleagues, was in the compound in 1'ekln ami whose fate was a matter of concern to the state department. Wu's sympathies were manifestly with the t'nlted Plates during the troubles, and this led to his retail. In 1907 he was again appointed minister in Washington and wan recalled In 1S09. Wu Ting-fang is a pronounced liberal and was In sympathy with the revolution that led to the overflow of the Mnnchu dynasty, sharing in the work of forming a republican govern ment. The effect of the war upon the Univers t' of Ovford is strikingly shown by the ! reduced number of freshmen coming intp residence. This year the num ber hag gone down to 126, including 27 American Rhodes scholars. Lat year the freshmen numbered 239, and in the previous year 532. The aver age for the four years previous to the war was 934. It is officially stated that about 10,500 members of Ox ford university are serving in the army or navy, and nearly 500 m''re are in other government employment Over 1200 of them have obtained distinctions of various kinds. There are nine Victoria crosses, 120 D. O.'s and 267 M. C'; 700 have been mentioned in dispatches, besides four D C. M.'s and D. S. Cs Besides these there are fortyeight foreign or ders, including twenty-two French and eight Russian. But the propor tion of losses is high. No less than 1230 Oxford men are reported killed and 109 missing. The university re tains its predominantly military v- pect.
