The bill as adopted by the sen ate will easilv place the United States in second rank as to world naval power. The pas sage of the shipping bill, now i assured, will provide a merch jant marine available for auxili ary naval duty when needed. While lamenting the great jcost of this building program imost citizens will heartily ap-: ! prove of the action. We do not know what the future has in : store. We may have serious I questions to settle with Ger-' many. England or Japan no ione can tell. If adequately prepared from a naval staid point it will be easier to settle such issues on a basis satisfac tory to the I'nited States. The naval appropriation this year may save us a future war debt of vastly greater magnitude. The loca tion is central, the interest of the people of Pendleton in ed ucation most excellent and the large number of pupils enrolled in the public schools will giv ample opportunity to all stu dents to get the amount of teaching practice required in, a standard normal school." I The campaign for the Pen-j dleton normal is going to suc ceed and one of the reasons is that eastern Oregon people as a whole will give cordial sup port because they know that Pendleton is not acting from purely selfish motives but is doing something that will prove of real service to this part of the state. the mountains.
