wholly overturn overland freight
rate practices.
"The commission does not reverse
Its policy that water terminals are
entitled to a lower rail rate than In
termediate points." Mann said, "but
It evidently takes the ground that
these terminals are entitled to less
advantage when their water carriers
are eliminated '
The decision puts Pacific coast mer
chants at a disadvantage as against
eastern competition according to
Mann The Increased rates, as an
nounced by the commission, he said,
will also have a direct effect on the
business of merchants who hold term
contracts for eastern goods. Mann
Is confident that coast shippers will
immediately appeal the case for a
rehearing and if this Is denied, will
carry their contention to the supreme
court of the I'nited States.

students of transportation problem

charge against Lieutenant Ernest
Austin, of the Canadian army, who
was arrested by federal agents, on a
Charge of enlisting men here for the
Canadian army In violation of the
I'nited States neutrality laws, was
dismissed by I'nited States Commis
sioner l. W. McClelland, before whom
Austin was given a preliminary hear
ing. Commissioner McClelland ruled that
the government had not produced
sufficient evidence to warrant hold
ing Lieutenant Austin for the grand
Jury.
