Oregon has a just duty to perform by the guardsmen who are now headed toward the border. But it wont meet that ! duty. A proposal to pay $1.50 j per day to married men in the ; Oregon regiments would be received with heavy frowns by those who say taxes are too high. A feature of war is that we rot only expect our soldiers to be heroes at the front but we also seem to think their fami lies can live on glory. Seth Mann, who represented the San Francisco chamber of commerce In the original hearings before the commission in Washington, declared the decision is the most radical In years, and It was asserted that It will wholly overturn overland freight rate practices. "The commission does not reverse Its policy that water terminals are entitled to a lower rail rate than In termediate points." Mann said, "but It evidently takes the ground that these terminals are entitled to less advantage when their water carriers are eliminated ' The decision puts Pacific coast mer chants at a disadvantage as against eastern competition according to Mann The Increased rates, as an nounced by the commission, he said, will also have a direct effect on the business of merchants who hold term contracts for eastern goods. Mann Is confident that coast shippers will immediately appeal the case for a rehearing and if this Is denied, will carry their contention to the supreme court of the I'nited States. PORTLAND. W. McClelland, before whom Austin was given a preliminary hear ing.
