M. Wunnamaker of the Ohio supreme court who Is here today to speak on the rhautumiuu platform. The Am erican people are becoming more and more to select progressive courts, he thinks, and thus he believes that sub. slant lal Justice, rather than Justice based upon mere technicalities, la coming into Its own. Judge Wunnamaker. who will be remembered as the author of "We the Courts of We the People" In the Saturday Kvenlng Post recently, ar rived this morning from La tirande und this afternoon is speaking at the chautaU(iia tent, sharing the program with the International Operatic Com pany. Judge Wunnamaker is one of the truly big Jurist of the country." His own Judicial personality progressive every inch of It has gone far to work reforms in Judicial procedure of (,hlo. and he foresees the day when public sentiment will be aroused to the oint where ull courts will heark en to the trend of times and them selves remedy- present faults. He as serts that these reforms cannot come from the courts but from within the courts, In his speech this afternoon he said In part: "Lord Macauley. a great Knclish scholar and statesman, said many years ago. that there are only two Ways in which any community can be I representatively governed one by the sword, the other by public opin ion. We are now witnessing a gov ernment by "the sword, the great world's war, Involving, more or less, every continent on the globe. In Am erica, thank God, we still adhere to I public opinion. Forty-six of 48 state I constitution! laid low the political proposition that all political power Is inherent in the people.' "The first three words in the fed eral constitution are. 'We. the people.' When this political power of the peo ple is applied to the governmental ma chinery what. pray, are the leading Objects to be accomplished'.' "If. however. It is Important that the executive be representative of the p( ople In recommending policies for legislation: If it be desirable that the legislative branch be representative of the people in enacting such recom mendations in public law. it Is Infin itely more Important that the Judici al branch of the government shall be likewise representative: it has the last Moid "Whether there is any law at all I bow much of a law what it means what is its scope and action? "All these are determined not by the executive branch of the govern ment, or the legislative branch of the government, but by the Judicial branch Of government "Rip Van Winkle, it is said, slept a score of years, woke up. found that everything had changed. Kvidently Rip was not a lawyer else he could Have slept a half century and awoke finding himself (uite familiar with court practice and procedure. "What is the matter with the courts? We speak of the law's de lays. This is a misnomer. It is not !he law's delay In the majority of Cases, it Is the judges' delays. The tilnl judge should be first a minister o; justice. The trial of the case should be the exception, not the rule. "ver half the cases tried should be speedily and equitably settled. The cases that are tried that orcupv a "(ok. two weeks, sometimes months. I Should be tried in as 'many days. "tied Almighty established the first court. We know it as the court of I conscience, There Is one primary but paramount rule In this court to which all others are subordinate. This is the Golden Rule. 'Whatsoever you Would that men should do unto you. I do ye even so to them.' That brings nature, which la sometimes called oxl's Justice, based on each particu lar case. I "Thiil Is what the people are call ing for today. Justice in reason and light, lather than law by some rule. I especially a code of technical rules that too often deny or prevent justice. 'A judgment to respond to Justice must be early, economical and equit able. "One side in every law suit loses, and not Infrequently by reason of de lays, the expense and the labor, both sides actually do lose, so that litiga tion Is too frequently a luxury." Numerous cases were cited show- ling ihe length! to which courts of i last resort have gone in setting aside verdicts and judgments because some technical rule or luw is violated. "The founders of the federal con stitution specified the great objects that we are seeking In the making of that constitution, to Wit: In order to form a more perfect union, es- 1 tabllsh justice. Insure domestic trail- I qulltty, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity. "Nearly four score years later the ! leading objects of government were ! specified In more humane language by Abraham Lincoln, then president of the Cnlted States. In his message to congress on July 4. IStll he said: 'The leading object of government Is to elevate the condition of men, to lift artificial weights from their shoulders, to give all an unfetterd makes clear .skins and good hair The regnlaruseof Rcsinol Soapforthe toilet, hath and shampoo, can usually be relied on to keep the complexion c!e- r, the hands white and soft, and the hair healthy, glossy and free from dandruff. In short, this is government, humanized from the American point of view through the great head and heart of a Lincoln. "When man became a multitude it became necessary that our democracy should be representative, but repre sentative of what? In theory, at least, representative of the best in telligence, conscience and patriotism of the people. We all recognize this IS true when applied to the legislative branch of the government and also j when applied to the executive branch of government, whether municipal, state or national. Somehow or other we have overlooked the judicial I ranch of the government. "It has been for a long time prac tically exempt from the Influence or Control of public opinion, as affecting the public policies of government." CLEAR SKIN fOMES FROM WITHIN.
