We must strengthen the heart of Ameri can business in government co-operation rather than official opposition It is not inspiring to recite demo . ratio failures. I shall not dwell on that party's Insincerity or incapacity. The country indicts and the record convicts. It proclaimed the sacred r.ess of its pledges and then profaned them. It professed economy and is staggered by its own extravagance. II hits turned adequacy of revenue under direct and unfelt taxes to insufficient c and direct taxation. It has es poused the freedom of the seas and wrought only the freedom of the Pa nama canal. It reaffirmed its devo tion to Jeffersonian principles and simplicity of government and Is vot ing millions of the public treasury to the establishment of federal factories to destroy private industry. It de clared for enlarged shipping facilities without added burdens upon the pub lic treasury, and now proposes that fifty to five hundred millions of pub lic funds shall go to shipping, feder ally owned and privately managed, with every menace that federal owner ship involves. We believe in a great merchant marine, federally encour aged and privately erected, wrought in the committal to the achievement of private enterprise and measured to the requirements of our commerce in peace. The National Kpan-ioii. The president has said ours is a Provincial party, evidently forgetting the federalist founding of our na tionality and republican expansion to greater national glory. The demo cratic party not only fails to grasp our immensity and importance, it is sectional on the mainland and un heeding of our island possessions. A few rebellious democrat..- joined the republican minority in sparing us this national disgrace, but the resign is uritten among the vacillations "f the present administration, The demo cratic party i-nee hauled down the flag which had been unfurled in hon or in the Pacific and met rebuke at the firs' popular expression at the polls. No administration which hauls down the flag and none which pro poses tn haul it down ever can suc ceed itself in directing the affairs of I he American people. Our W idened Relationship. Our siremrtli at lom To meet the obligations we must make sure of maintained mental, moral and physical nealth at home. It is good to recall that ours Is the only major political party ever formed In this country on a great moral Issue. on first proclamation was human liberty, to be glorified by the spiritual and material development of a free people. We opened the way to hlgh r human attainments and emphasized QUttlSD rights under the guarantees of civil liberty. We need only to go on, imbued with the spirit which has thus far pointed our wuy. The light of a moral people is the halo of liberty itself. I,et us be honest, not only in proclamation, but In practice; not alone In campaigns but In Incumb bency of office not only before altars of worship but tn our daily affairs and In every human relationship. If popular government Is to be held de pendable and command the confi dence as well as the loyalty of its cit izenship, political parties and their platforms and their spokesmen must l e honest and sincere A people's Welfare, If we are to urge the world's at tention to international justice we must hold secure our civil Justice at home and make social Justice and at tending welfare typical of our nation al life. We have advanced wonderful ly. The reward of merit is eternal, but we can promote the development of merit. I have spoken so emphat ically for the American producer that I want to add here a committal to im proved conditions of production. It is good to gaze alar toward markets we hope to attain in peaceful commercial conquest, but production la itself the maker of markets at home. To the safety and inviting environment of the laborer we must add his growing merits of compensation. There can be no permanent material good for tune that Is not righteously shared, there can be no reat moral achieve merit that does not iift the great rank and file to an ever higher plane. Main tained republican policies provide con ditions for the Ideal advancement and continued Uplift, and it is not too much to hope that we shall acclaim the day when choice instead of n es say fixes the status of the American wage-earner. M countrymen, for two generations with shnrt interruptions, the republl i an party, in conscience, courage and capacity, has been translating the de pendable popular sentiment of the re public Into governmental policy We have not yielded to the expediency of adopting every ephemeral whim, be cause devotion to country and its ul timate good ofttlmes demand opposi tion to a momcntaiy popularity. The final appeal to sober Intelligence has Justified our course in political right eousness. Hut we have been so en grossed in developing America that v. e have not stopped to search our own hearts for the soul of Americanism. Tiie American spirit. They could not all join In mak ing the constitution, but they pledged the succeeding millions of Americans to its everlasting defense There were stalwart Americans then, Americans from (irent Hrltaln with British Ideals and their devotion to orderly government. There were Am ericans from the land of Napoleon and Iifayette. to give or the enthusiasm and heroism of France in establishing new freedom, There were Americans from liermany to fight the battles of! the republic and blend their sturdi-l ness and thornughness In the progress of a new people, not a new rac1. There were Americans from the green fields of Ireland, with a passion for liberty, Americans from Southern Eu rope to battle for opportunity There were Americans who came from op pression and stood erect In the free dom of the republic. They all made common cause.
