The weather plainly dampen ed the enthusiasm of the delegates who quieted down at 11:30 this morn ing when HUles pounded for order. Senator Warren G. Harding, deliv ering the keynoe speech, drew the first genuine spontaneous applause when he pleaded for a navy that would fear none in the world.
