The note is gratifying in that it states or ders have been given German submarines to conduet future warfare in compliance with our demands. It appears this part of the note will be sufficient to pre vent a break between the two countries though it must be borne in mind that the official white house opinion on this subject has not yet been ex pressed. The German strategy of making continued compliance with our demands contingent upon America s bringing Eng land to compliance with inter national law has the flavor of justice. Yet that contention is not as meritorious as it seems. It is logical for this country to say that we settle German af fairs with Germany and Eng lish affairs with England. We do not mix international issues. It is also improper for Ger many to assume we should consider human rights and property rights upon a par. The English under their block ade take cargoes but do not take neutral lives. The car goes may be restored or paid for, when mistakes are made.
