Simultaneously it became known that Japan has sent a memorandum to America covering tne complaint. It Is understood that the mikado oo jected to placing the Japanese and the Hindus in the same classifications nnd restricting the number of Jap anese Immigrants. Mr. Ingraham will suc ceed Henry Breckenridge who resign ed with ex-Secretary Garrison. Mr. IngTaham is 46 years old.
