Lieutenant Flkentscher, of the famous German raider Emden, has escaped from Malta, whither he had been taken as a prisoner by the Brit ish. The lieutenant is now a prisoner here, "I will commit suicide rather than return to the hands of the British," the lieutenant said. WASHINGTON, April 22 With only two dissenting voices the house oted to instruct its conferees on the free-sugar repeal to insist on the measure as originally drawn to pro vide for an indefinite suspension of the free entry provision and retain the I resent tax of 1 cent a pound on su gar. The senate amendment, backed by President Wilson, would suspend the free entry provision only until May 1, 1920. Conferences will be resumed Im mediately. City to Rent Out Its Jail. CLATSKANIE, Ore., April 22. Clatskanie has decided to rent out its city Jail. The city bastile has not been occupied for more than a year. The pound, unused for some time, al so will be rented out to relieve the financial stress that the city is now under.
