We can demonstrate that an inland waterway can be used in successful competition with a rail road and that a port which so uses a waterway can es tablish its supremacy over all rivals. A line of tugs and steel barges can be established to carry grain, wool, fruit and other com modities from up-river ports for transfer to ships at Portland. Port com missions can be establish ed for the construction of modern wharves with all up-to-date facilities at up river ports. Up-river counties can construct paved highways to the in terior, over which motor tractors can haul trains of w agons to river ports. To save handling, the bodies of wagons could be made detachable, so that cranes could lift them bodily in to barges to be unloaded. At the spectacle of this competition the railroads which follow the water grade would either con sent to pro-rate with wa ter lines in order to secure a share of the business, or would themselves demand the right to base rates on water-grade cost of oper ation without a like re duction being made by mountain roads.
