PHONE SERVICE TO THE JUNCTION Tff HERE is news that Gou- eher College has estab lished instruction in "Love and Marriage" for seni or girls. It is presided over by Dr. Lillian Welch whose title affords no line on her own ex periences in the matrimonial sea. It may be exDected hv the Goucher college authorities that their innovation will be the subject of much ridicule. It will be natural for people to laugh at the idea that Dan Cupid's ways may be success fully dissected and explained in the class room. Yet after all there are some things about love and marri age that may be taught and should be taught. It is prob able the college in question seeks to provide information of this sort for its students and does not aim to follow the subject in all its angles. There was a time when it was a matter of jest that cook ery should be taught in col leges and high schools. Yet the taking up of this subject by the schools is lowering the dyspepsia percentage. Who knows but that the course in love and marriage may come to justify itself in equal fashion? The facts about the Virginius case are ; these: On Oct. 31, 1873, the' steamer Virginius, flying tht American flag, was captured by a Spanish warship while carrying arms to the Cuban rebels. On Nov. 7 anil S tlu captain of the vessel. 36 of the crew ami Hi passengers were, stood up against a wall and shot. Among them were many American citizens. This outrage greatly stirred the United States, as was nat ural. War talk was rife. But war did not result. The whole thing was settled by peaceful negotiations, and it was about a year after the executions that the final agreement to pay indemnity was made by Spain. The Virginius outrage was as flagrant and indefensible as 'the Lusitania atrocity. But President Grant did not rush into war ovr it. He let ex pended diplomatic negotiations Settle it. Boston Post. The matter may almost be con sidered as secondary only to the road proposition.
