Bast Oregonian began open war upon the candidacy of Dr. Best. The organization on whose
stationery the letter was written is composed in large part of men who were publicly known as
bootleggers or in other words owners of "near beer" joints during the dryregime in Pendleton.
Some of those men got their start in the saloon business in those days and amassed small for
tunes out of the business. The signer of the letter WV one of the number.
It is but fair to say that some of the men in the saloon business do not countenance boot
legging and do not have records as lawbreakers. Those men cannot be classed as part of the
vice element of Pendleton and this paper has not sought to criticise men of that character.
The letter reproduced above is by no means the only evidence that the vice forces have
been working in a systematic manner for the election of Dr. Best as mayor. There is over
whelming evidence to this effect and conclusive proof is found in Dr. Best's own admission up
on the subject.
