P. C. the sec ond Pan-American Scientific Con gress in which all of the American republics will participate and for which preparations have been going On for nearly two years. According to the official reports from each of the governments now in the hands of Director General John Barrett of the Pan-American Union, who is secretary general of the con gress, each one of the twen:y-one Am erican republics will appoint delega tions composed of its leading edueu tors, economists, engineers, interna tional lawyers, and experts on min ing, agriculture, health, transporta tion and finance. Already the Latin American coun tries are manifesting extraordinary interest in the program while more attention is being given to it by the scientists of America than they have ever shown in any other internati onal meeting. It. therefore, bids fair to attract worldwide attention and to mark a new era In Pan-American scientific progress. It will be signalized by an effort to promote closer relations among the American republics along intellectu al and educational lines rather than I along material and political lines. In the same way that the regular In . ternational Conferences of the Am ierienn republics have developed clos er political ties, and the recent Pan American financial conference help ed to promote better financial un derstanding, so correspondingly this congress will bring the Americans more intimately together upon a high plan of intellectual, scientific, educational and social progress and intercourse. According to the opinion freely expressed by prominent Latin I Americans in both the United States and South America, this conference ' will do more to promote practical Pan-Americanism than all the other I conference, put together. This international gathering Is call led the second Pan-American scien tific congress the first was held in Santiago, the capital of Chile, in I 1908, That was attended by bun dreda of the leading scientists of the Americas, including a large delega tion from the Pnlted States. When it adjourned. It unanimously agreed to hold the second in Washington. The Pnlted States government has therefore appropriated fifty thousand dollars for the expenses of the con. f. fence, and the president of the United States was authorized by con greaa to invite all the other American governmenti to participate. The weather, since my last letter, has im proved. Attendance at the fair Is better, too. Our "Eastern Oregon" booth has beenn brightened up with consignments of fresh fruit (apples and peaches) till it hardly looks like the place that I helped to look after last spring It is surprising how many people pester us by begging for apples and peaches. They want to buy them and thee want us to give them. Some resort to broad bind and others come out and beg. Wc have to explain and explain. If we ever broke over our rule there would be such a rush that nothing could stop it. "Oregon apples!" The.1 surely have a wide reputation and the way some of the women tease us for them would surely melt anv but a neart ot stone. The other day a distinguished appearing lady started a general conversation, which she gradually led around to persona! matters and then to an account of a brother who was suffering from illness.
