In 1914 no appropria tions were made for parks. There will be an Increase next year In the library expense owing to the fact that the library will be moved to :he new building. The budget provides for no increase in salaries. Compar ison with the estimate of the ex penses of legal services wlfh that of 1914 might lead to the Impression that the city attorney's salary- is be ing increased. A year ago the coun cil adopted the policy of paying the attorney extra for all work in the circuit court and this policy will be continued. The law provides that the budget shall be published at least twice, the first time no more than 20 days be fore the date of levying the tex and the las time not less than ten days before.
