Kngland has at leant awakened, if not la the danger, at least to tlie nuisance of the Zeppelin menace. Candid admission having heen made in London papers that the raid are becoming "Homewhat con tinuous and Irritating." Kngland has set herself to meet them. Having thus scratched the sui-f:ice of British self-complacency, Ger many may soon find helself facing fa rival aerial program as stupendous and as difficult to meet as the naval I ! construction program of tlie British admiralty A project for the launching of fifty aircraft within the next two years and the laying down of sufficient each year thereafter to Insure complete mastery of the air Is England's plan. The British fleet of dirigibles would he purely a "home defense-" fleet. Should it later become an of fensive weapon Its sponsors derlarc that would be logical. France appears successfully to have solved the Ksppsltl menace with her aeroplane service. England has not. This does not mean that Eng land Is deficient in that service, for she has developed an extensive and effective fleet. Either It means that aerial defense has not been given much copsideta tlon or that the great bulk of the English aerial corps Is in FlanderB or at the Dardanelles. The project for a fleet of dirigibles is based on the fact that the dirigible I the worst enemy of the Zeppelin. Lighter than air, the Zeppelin can as cend rapidly, while the aeroplane., chasing them climb slowly. The English aerial fleet program provides for the. Immediate corurt ruc tion of 30 sheds about 800 by 200 feet. These would be larger than the Zeppelin shed used by Germany and would admit of the simultaneous con struction of two alrcrart in each. The steel frame for these woul I come from the United States Brick and cement are available In England The cost of each shed including the gas plant, would be about 11511,11)0. It Is estimated that six months would be required for building the sheds. TWO aircraft would lie at once laid down In each, the designs being competed during the six months of building. Broad minded men of great mental attainments whose lles have been deoied to the betterment of humanity, are the men .lane Vdilams would have upon the World's Peace Commission in place of diplomats and international lawyers. Miss Addams whose chief work for the last year has been the promul gation of European peace through personal interviews with tit warring government heads, conference with President Wilson and work at the In ; Isnntls I Peace Congress) in Sas I Francisco, outlined for the Cnited Press her vision of the body of men which she holies will some day rule j supreme over the destiny of nations. Her opinion, she said, also is the general opinion in Europe. Miss j Addams said "WV must have men whose minds are trained to visualize not onl the needs of Cerman or America but of all natiens. "Men like Marconi, and others whose entire lives have been devoted j to benefitting humanity, are tree ones I best fitted to consider problems of I international protent.1 Miss Addams then referred to the j diplomats and continued: "When universal peace Is attained i it will not be through the medium of men whose lives have been devoted . to professional war making. "The idea behind the organization I of the commission recently appointed ' by Secretary Daniels to atct the arm? land nu in problems of national I fense could be applied to the organi zation of a world's peace commission.
