I President Wilson announced he would vote for the woman's suffrage amendment at the New Jersey special election on October 1 The president author ised the following announcement: "1 intend to vote for womnn suffrage in New Jerasy because I bslleve the time has come to extend that priv ilege and responsibility to the worn en of the slate, but 1 shall vote not as a leader of my party in the na- tion, but only upon my private con viction ss a citizen of New Jersey, called upon by the legislature of ths state to express my convictions at the polls 1 think New Jersey will be much benefited by a change. My po sition with regard to the way this great question should be handled is ) well known. It should be settled ny states, not by the national govern ment, and In no circumstances should It be made a party question. Moreover Bulgaria rejected the demands of ths Russian ultimatum, which ordered a severance of relations with neutral empires, according to Petrogard dis patches. Relations between Bulgaria and the allies may possibly be sev ered before the week end.
