building program of the General
Board of the Navy will call for at
least six big ships, it was learned
from authoritative sources at the navy
department. At least one, and pos
sibly two, of these will be bsrtle cruis
ers and the rest super-dreadnoughts.
At present the navy has no battle
cruisers, but experts of the general
board are Convinced that the devel
opment of this type by nations against
which the United States is obliged to
prepare makes It necessary to provid?
ships of this type without delay.
Rattle Cruiser 1 roved Useful.
Japan, Great Britain and German)
have experimented with the battle
cruiser and have amply demonstrated
Its usefulness. It has been shown
that there is no effective way of com
batting a battle cruiser except with
ships of the same type, and for that
reason, experts say, It Is absolute!?
necessary for the United States to
construct them. Submarines are con.
sidered as auxiliary only.
The board is at work on a compre
hensive battle cruiser program which
It is hoped, can be followed from
year to year until the navy is equip
ped with an adequate number. Cer
tain members of the board favor
building two a year, beginning at
once, and continuing at that rate un
til the required ratio to over navies is
reached.
HARRISBURG SPENDS

HARRISBURG, Pa., Sept. Si Har
lisburg has been celebrating for three
days.
Back in 1901 Harrlsburg discovered
that as a city It hadn't much to brag
cf except being the state capital and
that it scarcely deserved that honor.
Only a mile or two of paved streets;
no parks worthy the name; no play
grounds drinking water heavy with
coal dust and disease germs every
thing, In fact. Just about what It
ought not to be.
So Harrlsburg borrowed (1.090,001)
anil proceeded to dress up. Later It
made other loans, until the aggre
gate was (2,431,000, while that much
more was spent by Individual proper
ty-owners paying for Improvements
in front of their real estate.
The city has more than seventy
niUes of paved streets .mostly sheet
asphalt; far more than 1000 acres
if public parks, most of which It
owns outright; a plant whirh filters
J1 water used in the city; summer
playgrounds and swimming pools for
children; a summer camp for chil
d.ren; tennis courts and golf links for
the adolescent and adults and & river
front and river basin which has been
improved in a manner unique In the
entire world.
The plans originally made In 1901
have been completed, which is the
wherefore of three-day celebration
ending today. Other plans have been
made for the future and probably
will be executed, for a remarkable
thing abont the expenditure of the
millions of dollars has been that no
one ever hs yelled "graft."
