"With out a greatly Increased number of submarines for our navy the present raovement for military preparedness In this country will appear to the other nations of the world as Ineffec tive and absurd," accardlng to a statement today of the National De fense League. Thle, In brief, Is the substance ol the Information which will be given President Wilson within the next few days In connection with his effort to ascertuln ail things needed to put thli country In a state of better prepared-) ness for war. Primarily, the demand; for an Increase in submarines comes from the navy officers and naval cx rerts, hut It is significant that this request Is imcked up by army offi cers of high rank. Particularly am ong the coast artillery and the eoasi fortification experts U there a strong cltmand for submarine. The explanation of (lils lies in the fact that there are at various points on the Bhores of tho United States Oortinns of the sea which can be pro tected anly by submarines . ThU U because fortifications are not built so that the guns may sweep these waters and the currents are so swift and un governable that mines can not be placed In them with any hope of def inite results. There has come about, therefore, the unusual spectacle of a group of army officers joining navy officers In the demand 'or belter submarine pro tectlon. This will have a profound effect on the president In the prep aration of his recommendations to congress in behalf of greater prepar ed ness is accepted- as certain In Washington. A big American submarine building company, according to reports re ceived here today, is operating In Canada so successfully that, as soon as the submarines are completed for the allies, they are put Into the water colt, "David Harrum;'1 White, "Silent j Places;" Widdener, "Rose Garden Husband;" Wlggln. A submarine coeta about half a mllli'-n dollar)). Three hundred sub marines fl'ng the Stars and 8;ripe would coat l-ss than a week of ac- tual warfare, the authorities esl'mate, and, since a submarine can destroy any battleship that floats, a flotilla of 300 of the under-sea craft would be an unfailing Insurance against In ' nt Ion by a foreign foe at any time. The president will be told that now Is the time to engage the talent and ret-purees of the American submr!ne companies so that not all of their out put can be cent to foreign ciun ti les.
