most dangerous curves in western
Pennsylvania, a plate glass mirror, 30
by 4S Inches, has been placed at the
top of the Logan's Ferry Hill by the
New Kensington Automobile Club,
near here.
The mirror is firmlj- set in a heavy-
wooden frame, and, is mounted so that
automobile drivers may see the curve
they are approaching for a distance of
fully 400 feet, thus giving them ample
warning of an approaching car.
Drivers say the reflection of head'
lights at night make the mirror of
even greater value than during the
daytime.

July 28. A man giving the name of
Homer nnd representing himself as
the agent of John Rothschild & Co.,
grocery brokers of San Francisco, was
arrested at Apia, Samoa, June 18, by
British authorities.
Homer is reported to be a German-American.
It is not stated on
what charge he. is held.
Homer is said to have represented
to the authorities that his mission
was to look after a contract for the
purchase of copra for his firm.

On Secretary Daniels' desk today
are stacks of documents, masses of
statistics and Innumerable reports of
foreign and V. 8. naval officials, bear
ing on the battleship building pro
giam. Every effort to keep secret the fi
nal decision reached will be made.
Formal announcement will not be
made until after the navy estimates
have been submitted to President Wil
son in October. It is probable that
they will not be announced then, be
ing deferred until presented to con
gress. There are Indications at present of
a most determined effort to have Sec
retary Daniels and the general board.

Admiral Dewey, agree unanimously
on a building program. The adminis
tration wishes to go to congress
united on recommendations for ap
propriations to Increase the navy.
Lest year the general board recom
mended construction of four battle
ships dreadnaughts. Because of the
treasury's condition, Daniels stood
out for only two. -
Financial conditions will play a
great part in congress' action, as well
as that of the department, regarding
proposed new dreadnaughts. The
department also is prepared for the
opposition of the Little Navy contin
gent in congress ,as a result of the
tremendous destruction to battleships
wrought by submarines in the Euro- (
pean ar. j
So far all naval experts are con-j
vinced that the submarine develop-!
ment has not put the big battleships j
ir.tc the discard as engines of destruc-j
tion. Secretary uanieis recenuy
dreadnaughts are still the backbone
of the navy. With proper auxiliaries
ant! submarine defensive flotillas,
navy experts insist that the bulwark &
of the navy Is yet the big ship. I
It is regarded certain that at least j
two new battleships will be urged for
construction by Secretary Daniels.
With the popular agitation on tho
"preparedness question, and Its cer
ttin discussion at length in congress,

vigorous fight is also certain from
those opposing militarism, and one of
the most exciting combats of the year
on the navy building program is now

reports from naval attaches at Am
erican embassies and legations
abroad, and also a corps of naval of
ficials assigned as observers among
tin European belligerents. The effi
ciency of the dreadnaught versus the
submarine, mines and smaller vessels
