secure the rights of the United States
in a national crisis was the opinion
expressed here at the opening of the
conference of International relations
by Normal Angell, noted English
peace advocate and author.
"American rights can be protected
only by, among other things," he aaid.

plies an international law and some
means of enforcing It more effectively

which both sides may be violating It.
If America means really to defend
her rights, safety and interests, to
say nothing of her dignity, she must

work of the eleventh annual conven
tion of the Associated Advertising
Clubs of the World was begun here
today. From the representation at the
meeting this forenoon, fears enter
tained that the European conflict
would affect the sessions were dis
pelled. Clubs from every country
which has organizations were repre
sented in the great gathering. The
initial session was devoted to speech
es and addresses of welcome by city
officials and leaders in local adver
tising circles. New business was tak
en up immediately after the speeches.
