It does not necessarily mean w ar at all. It means we are not going to tolerate long debate and quibbling over a point already settled by inter national law and custom. Should Germany persist in , the sinking of passenger ships without warning thus killing more Americans we would have grounds for war but war : would not "be inevitable. We might be satisfied to discon tinue diplomatic relations with the kaiser. A declaration of war for this country rests with : congress, not with the presi dent and his cabinet. It is pos sible that even should Ger many take the wrong course we might not join with the al lies against her because of im proper war methods on the part of the allies. In other words sound objections that might be made regarding tht English blockade of Germany might offset our controversy -r ith the German government, thus keeping us from joining forces -with either sick;. The so-called war orders play only a small part in this revi val. Export business is about a fifth of the total industry, and much of that is outside the munitions demand. In spite of the trade disloca tions caused by war, we have here conclusive evidence of rapid progress in the country's recovery of a great prosperity. The wheat market of the day indicates that the seasonal campaign in crop-killing has failed, and preparations must be made to take care of a har vest which promises to exceed even that of last year. The presence of heavily arm ed neighbors would have forced this nation to engage feverishly In the race of competitive armaments. As it Is, even the British colony of Canada has not found large military forces a ne cessity, for It expected always to live In peace with lta American neighbor, and It depended upon the British navy to defend It from any Invasion by sea. The American continents not only must be kept free from monarchical rule, but they must likewise remain dedicated to International peace.
