WASHINGTON, June 7 The most
important diplomatic paper since the
beginning of the European war
should reach the I'nlted States about
June 20. It will be Germany's reply
to the president's latest note. Its Im
portance is derived from the fact it
will be the first definite step, not
merely toward preserving peace be
tween the I'nlted States and Germany,
hut toward ending the war.
This opinion was expressed In Ger
man diplomatic circles and Is shared
by other diplomats. When Germany's
reply arrves, It Is declared, it will
mark a point reached In all great wars,
whore diplomacy begins to take hold
and force begins to let go. The war
circle constantly has widened as di
plomacy failed. But always there
comes a time for a radcal change. In
Europe the time is now, It appears.
If diplomacy secures a hold Its Im
portance will . increase rapidly until
the beginning of final neKotiatinos to
end the war.
