VIENNA, May 24. Emper or Franz Josef issued a manl festo today characterizing Italy s declaration of war against Austria-Hungary as the "greatest act of perfidy the world has ever known.". He called upon his forces for victory "over the treacherous army to the south of us." The emperor declared he wanted Italy held up to scorn before the world as a vulture which hovered over the battle field in sheer greed. The manifesto said in part: "Italy has abandoned us in our hour of danger and gone, with colors flying, to the enemies' camps. Her declaration of war is an act of perfid y the like of which history does not know. After an alliance of 30 years, Italy has turned and smote her friends simply for material gain.
