According to the report of the sec
retary of state, the apportionment
expenditure for the years 1915, 1916,
will be nine million dollars, six mil
lions of which must be raised by tax
ation. It seems to be by one million
dollars greater than that which was
spent the preceding biennial period.
The tax rate must be Increased if the
legislative assembly grants all the
requests made upon It by the various
state departments. It Is hardly ne

and county governments should co
operate with the one collective view,
that Is, to economize In all public af

Facts Not Arguments
"I am tired of listening to generali

my own conclusions."
This was the statement of a large
manufacturer who was considering
his advertising problem.
The fads were gathered.
They embraced figures from all
over the United States.
And as a result of these fads the
manufadurer decided that he would
have to use newspapers if he wanted
to sell his goods.
