The reason for the departude of Gutlerrei are unknown here, but the belief prevails that he declined to be continued Inofflce under the restric tions sugsested by the Zapatistas. Under these articles two-thirds of the convention could remove the pro visional president: he could take no action of Importance without the con sent of his cabinet and the conven tion, being designated as the supreme executive and Judicial body, was to be consulted on all Ixsues of major in terest. A copy of a statement Issued by Oaru throws some light on the cir cumstances under which he took command of the situation. In this Oarxa announced that Gutlerrei had Issued orders for a large part of the government force to evacuate the capital. In view of the fact that this would leave the city without any au thorlty, Garta said he har assumed chief command and was depending upon the troops of the north and the Zapatistas for defense, all of whom, he added, were under the orders of the convention. Martial Law Declared. He announced his Intention of es tablishing martial law and threatened summary execution to any disturbers of the peace. According to the Garza statement. Gutlerrex and some of his cabinet officers left Mexico City Fri day night. The belief In official quarters was that Garza, as chairman of the con vention, called an extraordinary ses sion, which ratified his assumption of power. Klickitat Want Uoadt. WHITE SALMON. Wash.. Jan. 18 The money available for road building purposes has been cut down until on ly about one-third of the sum usually devoted to this work will be avail able this year. The county road and bridge fund too Is 310,000 short this year. For this reason a movement la on foot to raise a 320,000 fund by subscription for the Improvement of the roads In western Klickitat coun ty.
