How did It happen that out of 17 steel bridge contracts awarded by the county court during the time he, Gilliland. was county judge all but two were awarded to A. E. Eberhart or the company he represented? J. How does it happen that Eber hart has been unable to secure a aingle bridge contract from the pres ent county court despite the fact the bridge work has been open at all times to full competition? J. Why was the original contract for the Umatilla bridge annulled and the bond cancelled when that contract called for the building of a substan tial bridge at a reasonable price? 4. Why did Gilliland as head of the county court, violate the law by making a new contract with the so called Atlas Bridge Company with out advertising for bids. 5. Why did the ' old county court pay Eberhart or the Atlas Bridge Company the sum of 1 13.070 for a bridge that competent engineers say could have Ve-n built for J 7 0 ? 0 or less? t. What became of the plans for the original Uin.-.tilla bridge and why were those plans taken from the court house and never returned? 7. Why did the old court fail to make journal entries of all transac tions referring to the Umatilla bridge as called for by law? Let Gilliland explain.
