WASHINGTON, April 21. In an
atmosphere of suppressed excitement
reflecting grave tension and patriot
Ic fervor. President Wilson asked
congress In person yesterday for ap
proval of his purpose to use the ar
my and navy to force General Huerta
to apologize for indignities offered to
the America ngovernment.
It was the first time since the war
with Spain that the president bad
placed so grave an international cri
sis before the national legislature.
Opposition Is Presaged.
As he read his message the applause
came largely from . the democratic
side, many republicans remaining con
spicuously silent. It presaged on, op
position to the presidents request,
which was not long In making Its ap
pearance.
Speeches in the house and opposi
tion in the senate committee on for
eign relations showed that the pros
pect of passing immedltely the Joint
resolution approving the president's
course was by no means as bright as
it had seemed.
President Wilson had pointed out
that under precedent he did not need
the authority of congress to act, but
merely sought their counsel, advice
and approval "In a matter possibly of
so grave consequence."
Orders Go to Army and Navy.
While congress deliberated and
Majority Leador Underwood ' urged
prompt uctlon. so that if American
force were fired on they would be
free to act, the executive branch of
the government issued orders to the
army and navy with systematic reg
ularlty.
The army was cautioned to be on
the alert and active preparations to
use the militia a volunteer forces In
case of further emergencies were be
gun. The warships of the navy were
ordered to concentrate on Tamplco
and Vera Cruz as their first objective
point.
Many Republican Silent.
The president's strongly phrased
expression of his determination to se
cure approval for I no use of armed
forces "In such ways and to such ex
tent as may be necessary to obtain
from General Huerta and hi adher
ent the fullest recognition of the
rights and dignity of the United
States" was received with a burst of
enthusiasm, but again many republl
cans were silent.
As the president left the . house
chamber he chatted with house and
senate leaders nbout the steps he had
In mind. He did not think it neces
sary as yet to ask for an appropriation
but already such a measure had been
Introduced in the senate.

itol to discus with members of. the
house committee on foreign affairs
the phraseology of the Joint resolu
tion approving the president's course
In using the army nnd navy.
The senate In the meantime passed
the house bill, providing for the or
ganizing of the mllltla as volunteers
on authority of the president but the
resolution was held up on a motion
to reconsider by Senator Reed.
Consideration of the Joint resolu
tion to carry out the president's pur
pose of enforcing the demand on Hu
erta occupied the attention of the two
congressional committees In charge of
foreign affairs, and t'ie bill soon wTna
reported to the house, but held up In
the senate committee to await the ac
tion of the other body.
ProgreHlve Pledge Support.
Representative Pou of North Caro
lina, a democrat, supported the rule,
declaring "the time has come to put an
end to these outrages In Mexico."
Progressive support for the resolution
was pledged by Progressive Leader
Murdock. "This resolution needs one
thing more 'than anything else' he
said. "That Is the unanimous vote
of the congress of the United States.
When my country's dignity is in ques
tion I have but one ruin. That Is:
Follow the flag. This resolution will
do one thing that should be done. It
will send around the world the word
that our flag must bo respected. I
am tired of 'watchful waiting.' "
A cheer from the democrat greet
ed Murdock' speech. Lenroot, re
publican, favored the resolution, say
ing that Its passage was the "best
means of preventing war In Mexico."
Republcan Leader Mann spoke vigor
ously against the president's policy.
"If the Incident which the prel
dent has related to us had occurred
with England, Germany, France or
any other great nation," he said, "we
would not have such a resolution
pending here now. But we think that
because Mexico is weak we have the
moral right to declare war against her
with high hopes of success. I would
not declare war against Mexico for
something for which I would not de
clare war against England or France."
Mr. Mann said the president was
"issuing orders" to congress.
"This is a declaration of war," he

are murdering men and outraging wo

He insisted that It was purely t

leader, "nor do I believe In a declar

"We owe more than a salute from
Hiiortn to the flag. We owe It to
make the flag stand for right and Jus
ttce and peace."
Underwood Speaks.
Representative Underwood closed
the debate In support of the rule. As
he took the floor the democrats cheer
ed.
"This resolution," he said, "may
mean war. It may mean peace. Let
us hope that the ultimate result of
the passage of the resolution will be
peace and good order and the estao
tiahmpnt of friendshiD between the
two governments."
Representative McDonald, of Mich
lgan, progressive, supported the res
olutlon as a step to prevent war.
Representative .Kent, Independent.
California, expressing regret that he
could not agree with the president.
said the resolution was a "declaration
of war" and asserted that by passing
It congress would "condemn to death
many of our citizens In Mexico. Rep
resentatlve Kahn of California, also
opposed the resolution, asserting that
It meant useless war.
"I have always believed." said Rep
resentatlve Madden of Illinois, "that
nothing less than a nation could pro
voke another nation to war. But her
we are asked to declare war against
the Individual, Huerta. We have no
cause four war. I would go as far as
any man to preserve the honor of the
nation, but I am not prepared to Jus
tlfy war for any such trivial cause as
this.
OpiMMltlon Is Varied.
Opposition developed along many
different lines. Some wanted to glv
the president authority to deal with
the whole Mexican problem; others
objected to Individualizing Huerta in
the resolution, while others- thought
the use of the word "Justified" in ref'
erence to the president's course might
commit them Into an expression of
approval of other phases of the Mex
lean question.
Acting Chairman Shlvely and Sena
tor Swanson of the senate committee
on foreign relations, went to the
White House at 6 o'clock for a con
ference about the text of the resolu
tlnn while the house debated It.
Mann Ask Two Honrs.
When Flood asked unanimous con
sent that the resolution and report
be read. Leader Mann reserved the
right to the present consideration of
the resolution and demanded an ex
planatlon. Chairman Flood said he
was prepared to allow half an hour'
debate on the resolution on each side
of the' house. Representative Man
asserted the minority needed tw
hours' debate.
"The president ha advised us of
conditions," Underwood said. "Wi
would not Insist on putting this reso
lutlon through at this time If this
were not a matter of paramount im-

PORTLAND, Ore, April 20. "We
are not looking- for trouble, but we
are ready for anything." said Frank
lin D. Roosevelt, assistant secretary
of the navy, chatting democratically
on Mexican war conditions, naval
preparedness nnd numerous other
things at the Union depot yesterday.
The secretary, on his way from Sun
Francisco to Seattle and the Bremer
ton navy yard, obligingly hopped off
the Shasta Limited when a newspa
per camera man asked him to pose
for a picture. He strolled bare-head
ed up and down the platform during
the Shasta' half-hour wait here.
"The navy Is prepared." said Mr.
Roosevelt, who has been detailed by
his superior. Secretary Daniels, to
take personal charge of the naval sit
uation on the Pacific const. "In 15
to 20 days all the vessel of the re
serve fleet now at Bremerton, Includ
ing the armored cruisers South Da
kota and West Virginia, could be
made ready for sea service. If need be,
to supplement the vessels already in
commission.
These two vessel carry 800 men
each. About the only difficulty in the
way of putting them into commission
